NPR : National Population Register

NPR stands for National Population Register. It is a register that contains information about the usual residents of the country. This information is collected at the village, district, state and national level based on the provisions of the Citizenship Act, 1955 and the Citizenship Rules, 2003.

As per NPR, a usual resident is a person who is living in a local area for the past six months or more or a person who is going to stay in the same area for the next 6 months. The NPR intends to register all Indian citizens and provide a national identity card. It is intended to create a comprehensive database of the identity of all of the usual residents in the country.

NPR was first performed in 2010. Later, in 2015, it was updated and linked with the Aadhar. The NPR is conducted or updated under the supervision of the Registrar General and ex-Officio Census Commissioner, India. The govt. has planned to carry out 2020 NPR alongside the Census to save money and resources. After the Mumbai attacks, a coastal NPR was performed for security purposes and over 60 lakh resident identity cards were issued to residents.

The identity database in NPR contains demographic information about the residents that include their

  • All usual India residents are required to register in the NPR. However, a resident is not required to produce any document for NPR. The information provided by the resident will be self-attested or it will be deemed correct without requiring any document or biometric.

    National Population Register is a database of people living in India whether they are an Indian citizen or not. On the other hand, the National Register of Citizens (NRC) is a database of citizens of India, so it requires residents to provide documents as proof of their citizenship.

    How did the NPR start?

    In 2000, the Kargil Review Committee under the NDA govt. suggested compulsory registration of citizens as well as non-citizens living in the country. Each group was to be provided cards of different colour and design.

    This suggestion or recommendation was accepted and in 2003 the Citizenship Rule was passed. In 2004, NPR was authorised after an amendment to the 1955 Citizenship Act. Thus, it allowed the govt. to register every citizen of India and issue a national identity card.
